Nearly 6,000 soldiers spent two years in military detention for alcohol and drug use.

According to official information from the judicial authority's press center, between 2022 and 2023, 5,835 Ukrainian soldiers were confined to the guardhouse for periods ranging from 10 to 15 days due to the use of alcohol or drugs.

Details: According to data from the press center of the judicial authority, in 2022, 1569 military personnel were held administratively accountable (detained in a detention barrack) under Article 172-20 of the Code of Ukraine on Administrative Offenses, while in 2023, the number rose to 4266. The report for 2024 has not yet been compiled.

UP attempted to determine the total number of protocols filed against military personnel under Article 172-20 of the Code of Ukraine on Administrative Offenses since the onset of the full-scale war. However, the military law enforcement service (VSP) declined to provide such data, citing restricted access.

Response from VSP to UP's request

Reminder: Article 172-20 of the Code of Ukraine on Administrative Offenses stipulates penalties for military personnel for consuming alcohol or drugs, which may include fines ranging from 17,000 to 34,000 hryvnias or detention in a barrack for a period of 10 to 15 days, as determined by the court.
Additionally, the military personnel will forfeit bonuses and "combat" payments. Even when carrying out assignments on the front lines, during the month they are caught drinking or using drugs, they will receive less than 10,000 hryvnias (depending on their rank).
