In discussions with European officials, the Secretary of State emphasized that this meeting was more of an initial step in the process, serving as a test of whether the Kremlin is serious about striking a deal.
Rubio told the Europeans that no, the Trump administration does not intend to impose any conditions on Ukraine and Europe regarding bilateral agreements with Russia.
He also assured them that the U.S. administration will not lift American sanctions against Russia without significant changes in Moscow's behavior, although he did not rule out limited easing of some measures if the Russians begin to take steps that the administration seeks.
Rubio acknowledged that the Trump administration has gained a clear understanding that Russia might attempt to use the negotiations to sow division in the West or to lessen its international isolation.
The publication notes that Rubio's message to European officials after the meeting in Riyadh was more subtle and conciliatory than the public statements made by some members of the Trump team.
Part of the call was dedicated to explaining why Ukrainians and Europeans were not included in the negotiations in Riyadh.
Rubio clarified that the U.S. made this decision because most of the conversation was focused on bilateral issues between the United States and Russia.
This included opening a discussion about lifting restrictions on their embassies, which have effectively been closed in both countries.
Negotiations between U.S. and Russian officials regarding lifting these diplomatic restrictions would serve as the first test of Russia's intentions, Rubio noted.
According to him, a failure in the embassy negotiations would indicate that the Kremlin is not serious about the peace talks regarding the war in Ukraine.
He also told the Europeans that he cannot determine based on this one meeting whether the Russians are genuinely committed to reaching a peace agreement.
However, he stated that they provided enough signs indicating that this could be possible to warrant further discussions.
