According to the investigation, the head of the district administration was part of a commission responsible for processing deferments from conscription for military service in the Khmelnytskyi OM TCK and SP.
At the end of 2024, a local entrepreneur approached him to inquire about the procedure for reserving his employees. His company specializes in the installation of gas and water supply systems, heating, and drainage.
The official informed him that reservations were currently suspended but offered an alternative solution. He claimed to have "the necessary connections" to classify employees as fit with restrictions, which would allow them to avoid mobilization. The cost of such a "service" was set at 1,600 US dollars per person.
To proceed, the entrepreneur was required to provide medical documents for his employees, which the official would then submit to the chairman of the military medical commission at the Khmelnytskyi TCK and SP. Subsequently, the military registration documents would indicate that the individuals were only fit for service in rear units.
After receiving the documents for one of the employees, the official stated that to obtain the necessary conclusion, it was essential to "alter" the diagnosis. He also assured that he would find a doctor to complete all required certificates.
On February 18, the GBR apprehended the official while he was receiving 1,600 US dollars for "processing" the status of limited fitness.
He was informed of suspicion of extortion and receiving illegal benefits.
Currently, the issue of imposing a preventive measure on the official and suspending him from duty is being addressed.
The investigation is ongoing, and investigators are identifying all individuals involved in the scheme.
