Details: A source familiar with the situation warned that Moscow will take note with interest that Latvia, Lithuania, and Estonia have been excluded from the list of summit participants.
Starmer is set to host leaders from over a dozen European countries at a summit in the UK on Sunday to discuss Russia's war in Ukraine and broader European security.
Ukrainian President Volodymyr Zelensky is also expected to attend the summit.
A diplomatic source confirmed that Starmer will have a phone conversation with the leaders of the Baltic states but noted that this is a poor substitute for their absence from the summit.
"We are indeed very disappointed by the refusal to invite the Baltic leaders," the source stated.
The three Baltic countries, located on NATO's eastern flank bordering Russia, are among Ukraine's strongest supporters. They provide weapons and financial assistance to the Ukrainian armed forces in their fight against the Russian invasion.
British Prime Minister Starmer, following a dispute involving President Zelensky at the White House, had a phone call with the Ukrainian president the day before and confirmed that he looks forward to seeing him at the summit in London.
