A high-ranking official from the Kyiv City State Administration faked a disability to evade military conscription, according to the Security Service of Ukraine.

The Security Service and National Police have uncovered the First Deputy Director of one of the departments of the Kyiv City State Administration for fraudulently obtaining a disability status in two categories to evade conscription.

Details: The name of the suspect is not traditionally disclosed, but according to a source from UP in law enforcement agencies, it concerns the first deputy director of the Department of Urban Development and Architecture of the executive body of the Kyiv City State Administration, Oleksandr Yastrubenko.

Verbatim: "According to the materials of the case, the first deputy director of one of the departments of the Kyiv City State Administration is suspected of unlawfully obtaining a second disability group for himself.

This certificate allowed him to receive a "deferment" from conscription, as well as regular social payments from the state provided for such a disability group."

More details: It is reported that, in particular, during 2023 - 2024, the official illegally received 170,000 UAH as compensation for allegedly "partial loss of capacity."

An investigation established that to obtain the fictitious disability status, the official personally forged medical examination data, specifically "altered" the echocardiography results, which allegedly indicated a severe cardiovascular disease.

Then, the suspect submitted the forgery to one of the city hospitals in the capital, which served as the basis for sending a conclusion to the Medical and Social Expert Commission (MSEC).

During investigative actions, materials were found that indicate the fraudulent nature of the documents he submitted.

The official of the Kyiv City State Administration is currently notified of suspicion under parts 1, 3, and 4 of Article 358 of the Criminal Code of Ukraine (forgery of documents, seals, stamps, and forms, sale or use of forged documents, seals, stamps).

The investigation continues to establish all the circumstances of the crime. The offender faces up to 5 years of imprisonment.

Additionally, information is being verified regarding the possible involvement of other officials in the "scheme."
