Details: Officials from the Trump administration and some representatives of the Ukrainian government are pressuring President Volodymyr Zelensky to agree to a deal.

Sources told the publication that the decision now rests with Zelensky. Both expressed concern that the U.S.-Ukrainian crisis could deepen if he rejects the offer. An American official described this as a pivotal moment for the Ukrainians.

Zelensky rejected the initial U.S. proposal presented by Treasury Secretary Scott Bessent in Kyiv, which would have granted the U.S. 50% of all extraction revenues. Zelensky had concerns about certain provisions of the agreement and the lack of security guarantees for Ukraine.

Earlier this week, the American side returned with an "improved" proposal and has now made additional changes. The exact terms of the current American proposal are not known.

The Trump administration sent Ukraine the latest version of the resource agreement on Thursday evening, an American official involved in the negotiations and a source with direct access to the information reported to the publication.

The American official stated that the modified version of the agreement aims to "rectify the situation" between the U.S. and Ukraine. According to the official, Trump authorized a U.S. government member – not Bessent – to make a new proposal.

U.S. Special Envoy Keith Kellogg, who remains in Kyiv, tweeted on Friday that he had a "long and productive day with Ukraine's top leadership," describing "broad and positive discussions" with Zelensky. He referred to Zelensky as a "tenacious and courageous leader of a nation at war."

The words used by Kellogg stand in stark contrast to Trump's characterization, who called Zelensky a "dictator without elections."
