According to the expert, an economic aid package from the USA is essential, and the agreement on rare earth metals must be paired with a military component; this is even unavoidable. He reminds us that the Marshall Plan, initiated by the USA for the recovery and rebuilding of Europe after World War II, was also coupled with security measures.
“It was in 1949 that the North Atlantic Treaty for NATO was signed, and this has always gone hand in hand. In fact, the creation of NATO preceded the European Coal and Steel Community, which later evolved into the European Union. The Americans entered European countries, establishing military bases and significant military infrastructure in Italy, Germany, Belgium, the Netherlands, and other nations. So, there was security as well. Funds were flowing in, and simultaneously, security was also established,” explains Alexander Musienko.
He also adds that Japan serves as an example; although it was an adversary of the USA during World War II and signed a surrender, American investments and later security guarantees, along with military bases, also entered there.
“In our situation, we cannot rely solely on assurances that security will come with economic support. We need confirmation of this. The best confirmation would be if the United States were to already join the European initiative for sending peacekeepers to Ukraine with their troops,” clarifies Alexander Musienko.
