“In my opinion, we are constantly dealing with half-hearted reforms. Every government comes in wanting to try something new, always aiming to change something, which doesn’t always lead to improvement; instead, it just layers on top of existing issues, making things even worse and more complicated. This results in a plethora of courts, and pensioners are forced to litigate against the Pension Fund,” notes Sergey Korobkin.

Moreover, he adds, times, the economy, and realities have changed; there was once no state of war, and now the demographic situation in the country adds to the problems, as the budget is nearly empty. Therefore, the guest of the program is convinced that under such conditions, no matter how good a formula is devised or scheme created, in practice, it either won’t work or won’t work as intended.

Many are currently discussing the impending pension reform, the expert observes. If we calculate it, the amount of payments may actually increase, but the bill states that a financial stability coefficient will be applied until 2030. As he explains, this means that the government has little money, and not everyone will be transitioned to the new formula in full at once, and if the reform is adopted at all, it will not apply to everyone and not immediately.

“It’s like in a cartoon: I have a package for you, but I’m not going to give it to you. If a reform has been conceived but there’s no money, could it be that this is just an imitation of activity? Here we approach some ideal scheme, but it may not work tomorrow; it could take 10 years before everything is fine in a stable state,” concludes Sergey Korobkin.
