As the journalist explains, back in August 2024, the NBU's website announced that starting in September, there would be temporary limits on card-to-card transfers due to financial monitoring and the fight against drops. According to her, it would have made sense to resolve this issue and lift these restrictions, but instead, they are back, proving that nothing is more permanent than temporary measures.

“What do we have today? Financial monitoring remains unchanged. Starting February 1, new limits on card transfers will be introduced for Ukrainians. For high-risk clients, the limit is set at 50,000, while for medium and low-risk clients, it will be up to 150,000, and from March 1, it will be reduced to 100,000. This is such an ‘improvement’ for the people,” - explains Ekaterina Kotenko.

She notes that it is said to be a measure against drops, but all Ukrainians will feel the impact since many work informally, especially men at this time, and women as well. Thus, the journalist states that Hetmancev is doing everything possible to push people out of the shadows and get businesses to emerge from the informal economy.

“But I believe there are other goals as well – it’s about the government’s control over financial flows in general. Individuals like Hetmancev will come up with thousands of different limits just to ensure people pay more and face even more restrictions. We consistently see various bans, whether it's something released by the NBU or statements from Hetmancev, and now there are talks of new taxes being prepared for the people. As I understand it, one of the main goals is to tax all incoming revenues and bring hidden incomes to light,” – explains Ekaterina Kotenko.
